Review of documentation indicates that asbestos is present in several of the building materials, and within pipe covering and fitting insulation on pressure steam lines, tanks/process vessels, exhaust packing, floor tiles and associate mastic, and transite. The facility has prepared an Operations and Maintenance (O&M) Plan and conducts employee awareness training as required. At the time of Ramboll Environ’s site visit, presumed ACM (PACM; e.g., thermal system insulation, surfacing materials, floor tiles) and other materials typically considered to be suspect ACM were observed at the site (e.g., ceiling tiles, insulation, spray on insulation, transite wall panels). The PACM and suspect ACM that were observed by Ramboll Environ appeared to have localized damage. Additionally, the roof in the casting area was observed to be heavily deteriorated, netting and boards were in place to keep the concrete roof from falling on facility personnel. Review of the CAPEX indicates the following expenditures:
Roof in Casting H&V structural repair: $25,000 in 2016
Replace roof over Finishing: $150,000 in 2016
Replace roof miscellaneous: $150,000 in 2017
Replace Roof Mix house: $150,000 in 2018
Reasonable Case (RC) –Assumes completing the abatement, monitoring for occupational exposure hazards and O&M without significant engineering upgrading costs.
Reasonable Worst Case (RWC) –Assumes more budget is needed for additional abatement.
